Team GO Rocket Leaders — Arlo, Cliff, and Sierra — are the gatekeepers between you and a Shadow Legendary encounter. Their lineups rotate and they punish careless teams, but each leader has exploitable weaknesses. This guide covers all three leaders, their current lineups, and the counters that win every time.
How Rocket Leader Battles Work
Each Leader battle has three Pokémon. The first is always the same; the second and third are chosen from two options each. Their Shadow Pokémon deal 20% more damage but also take 20% more — which is why hard-hitting, type-effective counters win fastest.
Arlo Counters
| Slot | Pokémon | Best Counter |
|---|---|---|
| 1 | Shadow Growlithe | Water: Kyogre, Swampert |
| 2 | Shadow Mawile / Shadow Salamence | Fire / Ice: Reshiram, Mamoswine |
| 3 | Shadow Scizor / Shadow Charizard | Fire: Reshiram, Charizard |
Arlo is the easiest of the three. Lead with a fast Water attacker, then keep a Fire type ready for the Steel-heavy back line. See our Mamoswine move guide for the Ice option against Salamence.
Cliff Counters
| Slot | Pokémon | Best Counter |
|---|---|---|
| 1 | Shadow Machop | Psychic / Fairy: Mewtwo, Togekiss |
| 2 | Shadow Marowak / Shadow Gallade | Grass / Fairy |
| 3 | Shadow Tyranitar / Shadow Swampert | Fighting / Grass |
Cliff opens with Fighting, so a Togekiss or Mewtwo lead covers slot 1 and most of slot 2. Bring a Grass attacker for his Swampert branch and a Fighting type for Tyranitar.
Sierra Counters
| Slot | Pokémon | Best Counter |
|---|---|---|
| 1 | Shadow Sneasel | Fighting / Fire |
| 2 | Shadow Sableye / Shadow Milotic | Fairy / Electric |
| 3 | Shadow Houndoom / Shadow Nidoking | Water / Psychic |
Sierra is the trickiest because her second slot can be Milotic, which walls most of your Fire options. Pack one Electric-type like Toxtricity to cover that branch safely.
Winning Tips
- Lead with your counter, not your tank. Switch cost is real; start with the type you need.
- Use shields early. Leaders fire charged moves fast, and one shield saves a whole slot.
- Farm the right leader. You need 6 Mysterious Components for a radar, so pick a leader whose Shadow Legendary you actually want.
- Beat the leader 3 times in a row for the guaranteed Shadow Legendary encounter.
For the final boss, see our Giovanni counter guide. Defeating Giovanni is the only way to obtain Shadow Legendaries like Mewtwo and Ho-Oh.
Getting a Rocket Radar
You can’t fight a Rocket Leader without a Rocket Radar. The process is fixed: defeat six Team GO Rocket Grunts (each drops one Mysterious Component), then equip the radar from your items. Grunts appear at PokéStops and in balloons, and a radar lets you see all three leaders on the map so you can pick your target.
- 6 Grunts = 1 radar. Components only drop from Grunts, never from Leaders.
- Radars stack. You can bank multiple and chain battles without re-farming.
- Balloons spawn 4x daily if you’re active — 6am, 12pm, 4pm, 8pm local windows.
Which Leader Should You Farm?
All three give the same progression toward Giovanni, but they offer different Shadow Pokémon from their second and third slots. If you have a radar to spend, pick the leader whose back-line Shadow is the one you actually want. Otherwise the choice barely matters — farm whichever leader is closest.
Team Building for All Three at Once
If you’re chaining leaders, build a team that covers the most matchups at once. A Fighting-type with a Dark or Ghost move covers Machop, Sneasel, and Mightyena leads. Add an Electric-type for Sierra’s Milotic branch and a Fire-type for Glacia-style Ice back lines. See the Giovanni defeat guide for a team that clears all three leaders and the boss.
