How to Catch All Legendary Pokémon in Pokémon Omega Ruby and Alpha Sapphire: Complete Location Guide

Pokémon Omega Ruby and Alpha Sapphire (ORAS) for the Nintendo 3DS feature one of the largest collections of catchable legendary Pokémon in any main series game. With the base game, post-game Delta Episode, and the Eon Flute soaring mechanic, you can catch over 20 legendary Pokémon across the Hoenn region. This guide covers every single one — where to find them, how to prepare, and battle strategies to secure each capture.

Story Legendary Pokémon

Groudon (OR) / Kyogre (AS) Battle Strategy

These are mandatory story captures at the Cave of Origin. Groudon is level 45 and uses Ground-type attacks with its Desolate Land ability (sets harsh sunlight). Kyogre is also level 45 with Drizzle (sets heavy rain). Bring Pokémon with False Swipe and status moves like Thunder Wave or Spore. Note that Groudon’s sunlight boosts its Fire moves while Kyogre’s rain boosts Water moves — plan your resistance accordingly.

Rayquaza Battle Strategy

Rayquaza is level 70, found at the top of Sky Pillar during the Delta Episode. Its Dragon Ascent (Flying-type) hits hard. Use Ice-type moves for 4× super-effective damage — Mamoswine, Weavile, or Glalie work well. Bring plenty of Ultra Balls and Timer Balls since this is a lengthy battle. Paralyze or put it to sleep before throwing balls.

Deoxys Battle Strategy

After the Delta Episode credits, return to the Sky Pillar summit to find Deoxys at level 80. It uses Psycho Boost and can change forms. Dark-type Pokémon like Absol or Shiftry resist its Psychic moves. The best strategy is to use a Ghost-type to make its Normal-type attacks miss, then False Swipe it down. Timer Balls after 20+ turns have the highest catch rate.

Eon Flute Legendary Pokémon

After obtaining the Eon Flute, you can soar through Hoenn’s skies and encounter legendary Pokémon via mirage spots. These appear randomly and change daily.

Legendary Titans and Eon Duo Prerequisies

The three Regi golems — Regirock, Regice, and Registeel — are catchable before the Elite Four through braile puzzle caves in the Desert Ruins, Island Cave, and Ancient Tomb. Catching all three lets you encounter Regigigas at level 50 in a mirage spot after the Eon Flute is obtained.

The Eon Duo (Latias and Latios) depends on your version: you get the opposite mascot as a roaming encounter at level 30 early in the game. The stationary one appears via mirage spot at level 50 after catching the roaming one.

General Legendary Catching Tips for ORAS

  • Save before every encounter. This cannot be overstated — if you knock out a shiny-locked legendary, you must reset.
  • Use Quick Balls on the first turn for a chance at an instant catch. They have a 5× multiplier on turn 1.
  • Switch to Timer Balls after turn 10. They max out at 4× multiplier after 40 turns.
  • Paralysis > Sleep for consistency. Sleep lasts 1–3 turns in Gen 6, while paralysis stays until cured.
  • False Swipe is essential. Teach it to a Gallade, Absol, or Smeargle before hunting.
  • Bring max PP recovery items — some battles with higher-level legendaries can last 30+ turns.
